This appears to be a cast spelter bust "after" an original work by the French artist Charles Theodore Perron (1862-1934), meaning that it was executed by another artist who copied an original Perron piece. Perron won exhibition medals in 1897, 1899 and 1900 and was known for his metal sculptures, primarily of the female figures, in the Art Nouveau style. Spelter is a metal alloy using primarily zinc, and was often used for metal sculptures and decorative items of the period. Coated with brass or a metal patinate, it closely resembles cast bronze pieces. Printed on the front is "US govt printing office 1944-O-579818" and "WFD 901-A. " It measures 27 inches by 19 inches. Until World War I, the U. S. government could count on rich financiers to provide loans or outright financing to cover the costs of fighting wars. The Committee on Public Information was used to create propaganda messages, based on patriotic appeals and military language ("Defend Your Country with Your Dollars" was a popular slogan) for the campaign. Famous artists were hired to created posters and movies stars made public appearances, but the public was reluctant to invest and the biggest sales were to banks and institutional investors.
