For a generation — perhaps longer — the liberals have been segregating Americans into smaller and smaller groups. Last week Hillary Rodham Clinton identified yet another of these fragmentized groups, and she promised to take up their cause in time for the 2016 election. Her cause is the voter who oversleeps, particularly the voter who oversleeps on Election Day. Hillary is coming to the aid of these drowsy voters by demanding at least a 20-day period for them to vote. Even a chronic oversleeper ought to be able to awaken at least one morning in 20. Hillary assures us that the 20-day period will include evenings and weekends and perhaps mood music. Possibly the Federal Election Commission will throw in an alarm clock and a cup of coffee. One would think that the Founding Fathers would have written into the Constitution an article ensuring that the citizenry had sufficient time to vote, certainly in national elections. Now Hillary and presumably Bernie are going to extend the presidential election for 20 days, maybe more. There are an awful lot of distractions that keep people from voting, but it is a sacred right — whenever they get around to exercising it. I admired Hillary ’s stridency in speaking out about this.
There are exceptions (like Bob Gates staying on at Defense), but presidents work hard to fill as many positions as the law allows with folks beholden, loyal and like-minded. In early 2009 President Obama changed out Mike McConnell as director of national intelligence and me as CIA director, but he personally intervened to keep Steve Kappes on as deputy CIA director at Langley. The permanent government brings with it fact-based expertise and experience, both of which are virtues unless they become so dominant as to foster stagnation. The transient folks bring a political legitimacy along with a vision and energy for change that stimulates progress unless they become so obsessive that it fosters recklessness. There is a clear tension, but the tension can be creative. With ambiguous information and split counsel, presidents can be bold without being reckless, informed without being captured by expertise, as happened in both 2011’s Abbottabad raid and 2007’s Iraq surge. It could be especially illuminating since this president is known to keep his own counsel and his administration has earned a reputation as being insular and controlling at the expense of Cabinet.
WASHINGTON -- Homeland Security Secretary Jeh Johnson on Monday reassigned the leader of the Transportation Security Administration and directed the agency to revise airport security procedures, retrain officers and retest screening equipment in...
