Bruce Rauner’s catch-all pension bill — and for good reason: Rauner has now embraced much of Chicago’s formula for solving a $30 billion pension crisis. Now that the governor is on record as supporting Chicago’s ambitious wish-list, he can’t renege without looking like he’s flip-flopping and turning his back on the city. “The governor now is in favor of the police and fire pension [reforms]. The governor is now in favor, publicly, of a Chicago-based casino to pay a portion of police and fire pensions,” Emanuel said. “The governor is now in favor of things we have talked about for decades about equity on teachers’ pensions so students and teachers in Downstate and suburbs are not treated better than teachers and students here in Chicago. He’s supportive of some of the things we’ve proposed for Chicago Public Schools … and also the notion that the rest of the state has a role to play in creating fairness and equity across the system where Chicago taxpayers are not responsible for... They’ve pointed to the bankruptcy provision that the governor has championed as the ultimate solution for Chicago Public Schools. Emanuel said only the governor can address the question of motive. That’s what you need to fix rather than go to a judge to address your bad politics and bad choices,” the mayor said.
Today’s Fed minutes may have left Wall Street with an abstruse view of the potential rate hike. The majority of analysts may still believe that the possible September hike is still on the table. The US data has really pointed to moderate growth which the Fed may be fearful of derailing if the tightening should be too soon. US wages are still subdued and an early rate hike could increase the strength in the US Dollar which has been a headwind for the US economy growth. US Fed Chair Yellen has of late a vague understanding of the consumer spending trends making the economy’s health elusive. The dot chart developed by the Fed may not reference the global problems such as a Greek default, China’s slowing, lower oil prices and global uncertainty. US Fed Chairperson Janet Yellen had revealed her dot plot chart which will guide her in evaluating the health and sustainability of the US economy. Traders try to analyze the dot plot to project when the Fed may introduce a rate hike, yet it still may be difficult to estimate the Fed’s time clock The Fed maintains that the economic recovery is on track and does not anticipate a strong... The next Fed meeting is July 28th – 29th. With the rate hike, it is possible that the housing market may slow as interest rates rise.
Chicago needs so much new revenue to solve a $30 billion pension crisis and shed its junk bond rating, it’s time to consider imposing a first-ever city income tax, according to one of Mayor Rahm Emanuel’s staunchest City Council supporters. Joe Moore (49th), newly-elected chairman of the City Council’s Housing Committee, acknowledged a city income tax that applies to all wages earned in Chicago — whether by city residents or suburbanites — would need to be authorized by the Illinois... Unlike the state income tax, which is based on a flat rate, Moore favors a graduated city income tax. But Moore said Chicago is in such desperate need of new revenue to shore up police, fire and teacher pension funds and restore its bond rating, no one tax increase would generate enough money to solve the entire problem. “A progressive city income tax aimed at those who can most afford to pay — so we don’t add further burdens to working and middle-class folks trying to get by — is one idea that’s an alternative to relying solely on a property tax increase. You’d be taxed on your ability to pay vs. how much your property happens to be valued at. ”. Emanuel’s quest for the land-based, city-owned casino that has eluded Chicago for decades is caught up in the state budget stalemate between rookie... So is the mayor’s plan — already approved by the House and Senate — to save Chicago taxpayers $843 million over five years by giving the city 15 additional years to ramp up to 90 percent funding levels for the.
